Other Information-I have been posted as District Magistrate of Chitrakoot for 4.5 years, During which I was honoured as the best collector of the country in 2001 by the Prime Minister Hon’ble Atal Bihari Bajpayi and had many remarkable achievements of which the few are the following;-
1. Awarded by the Hon’ble Prime Minister of India in 2001 as the Best Collector of the country for achieving highest performance in illiteracy eradication programme.
2. Established Direct/Personal contacts and motivated 20% of the population at Nyaya Panchayat Sammelan.
3. 90% of the population of the District were engaged in the literacy Campaign for 6 months.
4. All the N.G.Os working in the District including Bar Associations and Educational Institutions were allotted one Nyaya Panchayat.
5. Akshardev Brat Katha was started in every village on every Thursday.
6. Grievances of the weaker sections were addressed and solved in innovative ways thereby Human values were restored.
7. Law & Orders was maintained in the best ways.
8. Crimes were reduced to 10 % and concept of a fearless society was established in real sense.
9. The name of the district Chhatrapati Sahuji Maharaj Nagar was changed as Chitrakoot District.
10. Enjoyed the blessings and support of the Sant Samaj and they called me as Jilla Janak because the name Chitrakoot was given to the district by my efforts.
11. Chitrakoot was brought on the tourist map of the country.
12. Tourist places were developed and beautified and new tourist places were searched and named, e.g. Shabri Prapat (fall), Raghav Prapat (fall) and Cave Paintings of the prehistoric times etc.
13. An Air strip costing around four crore was got constructed by Frontier Trading Company.
14. Maximum progress of various N.G.O’s Including Deen Dayal Sodh Sansthan came during my period.
15. Chitrakoot Mahotshav was started and organised in such a fashion that it became a medium of development of the District.

Special Attention-

1. During my tenure as Chief Development Officer Siddharthnagar (1992-1994) with the active involvement of my wife Dr. Madhurima Singh Kapilvastu Mohotsav was organised. In this Mohotsav an International Buddhist Conference was also organised in which 18 Buddhist Countries participated and the discoverer of Kapilvastu (the then Super tend Archaeologist) Dr. K.M. Srivastav and (the then D.M. Basti) Shri. Hari Murti Singh was honoured. Due to this Mohotsav it was Internationally Established that Piparhwa(India) is the real Kapilvastu (Kingdom of King Shudodhan) and Kapilvastu of Nepal is not the real Kapilvastu. Another benefit of this Mohotsav was that the frieze on Buddha Paripath Yojna by Japan was lifted. My wife was very much popular among National and International Buddhists.
2. During my posting as District Magistrate Chitrakoot (1998-2002) two waterfalls were discovered and named as Shabri Prapat and Raghav Prapat. During this period I worked for re-establishing Ram Rajya in Chitrakoot. Accordingly targets were set and enthusiastic progress in this regard was made. People of Chitrakoot consider my tenure in Chitrakoot as golden period because many outstanding achievements came due to me. That’s why today I enjoy the Celebrity Status in the eyes of the people of Chitrakoot.
3. During my tenure as District Magistrate Jhansi. I convinced the people that water recharging is the greatest problem of Bundelkhand and this problem can be addressed by re-innovation of tanks only. After this successful conviction around 100 tanks were dug by Shramdan during two months. After two months. I was transferred from Jhansi.
4. I had experimented, devised and implemented grievance redresser mechanism. During my tenure of Home Secretary U.P. I had innovated Thana Panchayat Diwas. In this both the parties to the grievances are called in Thana on every Saturday and are heard in the presence of Lekhpal, beat constable, Pradhan and Chaukidar. This Thana Panchayat Diwas was headed by a Gazetted Officer. Almost 90% of the grievances are resolved then and there and such decisions are incorporated in the General Diary to give permanency to the solutions. Implemented with full political will this can make miracle. Within 6 months 50% law and order improvement & crime reduction may happen. Tremendous reduction in body offences and demand for stay and injunction can also be witnessed.My wife Dr. Madhurima Singh is Celebrity Writer and Poetess. She has Published 20 Books to her credit. She has received INTERNATIONAL KABIR AWARD and many National and International Awards as per her enclosed Bio-data. She is social worker as well and has widely travelled the interior areas of the Chitrakoot. She is very popular among weaker sections especially adivasis, muslims, saints and Intellectuals.
